The Dept. of Defense has historically conducted three Broad Agency Announcements for their SBIR/STTR programs each year. The recently new “Open Topics” BAA’s are now required for all DOD components. Air Force has conducted Open Topics for several years now via their AFWERX program – Open Topics allow the small business to submit a proposal based on a clear stakeholder need at the targeted agency.
